PM Modi to Launch ₹62,000-Crore Youth Empowerment Drive

New Delhi: Prime Minister Narendra Modi will unveil a series of landmark initiatives worth over ₹62,000 crore aimed at transforming education, skill development, and entrepreneurship for India’s youth. The launch will take place at 11 AM in Vigyan Bhawan, New Delhi.

A key highlight will be the launch of PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored scheme with an outlay of ₹60,000 crore. Under this, 1,000 government ITIs will be upgraded through a hub-and-spoke model comprising 200 hub ITIs and 800 spoke ITIs. Managed by Anchor Industry Partners with global co-financing from the World Bank and ADB, these clusters will feature modern trades, digital learning, incubation centres, and placement services. The first phase will focus on ITIs in Patna and Darbhanga.

The Prime Minister will also inaugurate 1,200 Vocational Skill Labs in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 States and UTs. These labs, covering 12 high-demand sectors like IT, agriculture, electronics, and tourism, will equip students—including those from remote and tribal regions—with industry-relevant training.

Special focus will be on Bihar’s youth initiatives. PM Modi will launch the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, benefiting nearly 5 lakh graduates with a ₹1,000 monthly allowance for two years and free skill training. Alongside, the redesigned Bihar Student Credit Card Scheme will provide interest-free education loans of up to ₹4 lakh. The Prime Minister will also inaugurate the Bihar Yuva Ayog, a statutory commission for people aged 18–45, and dedicate the Jan Nayak Karpoori Thakur Skill University to the state.

Further strengthening higher education, PM Modi will lay foundation stones for new academic and research facilities under the PM-USHA scheme in Patna University, BNMU Madhepura, JP University Chapra, and Nalanda Open University. These projects, worth ₹160 crore, will benefit more than 27,000 students.

He will also dedicate the Bihta campus of NIT Patna, designed for 6,500 students and equipped with cutting-edge facilities including a 5G lab, ISRO-supported Regional Academic Centre for Space, and an incubation centre supporting start-ups.

Additionally, over 4,000 newly recruited candidates in Bihar’s government services will receive appointment letters, and ₹450 crore will be disbursed via DBT to 25 lakh Class 9 and 10 students under the Mukhyamantri Balak/Balika Scholarship Scheme.

Collectively, these initiatives mark one of the largest youth-centric investments in recent years. By merging education, skill-building, and employment support, they aim to empower young Indians and position Bihar as a hub for skilled manpower, contributing to national growth.
